TERMS OF REFERENCE – PROVINCIAL PROJECT & GENDER EQUALITY OFFICER (PPGEO)
Location: Papua Provincial Office
Reporting to: SEHAT Provincial Manager, PKBI Chapter Papua.
Collaborating and coordinating with: MEL, Finance (both Cowater and PKBI), Community Organizer (CO) Coordinator.
Level of Effort: Full-time
Summary of The Project
The Strengthening Equitable Healthcare Access in Target Regions (SEHAT) Project, funded by Global Affairs Canada, aims to improve health outcomes, particularly sexual and reproductive health and rights (SRHR) for marginalized and vulnerable women and girls in Central Sulawesi and Papua. The project focuses on strengthening health system capacity while promoting gender equality and community empowerment.
Key Responsibilities
- Develop detailed provincial and district workplans and activity schedules based on the Project Implementation Plan (PIP).
- Coordinate with internal teams (Provincial Manager, MEL, Finance, Community Organizers, and partner CSOs) and external stakeholders (PHO, DHO, and Cowater).
- Ensure alignment of all provincial activities with SEHAT objectives, donor requirements, and local government priorities.
- Ensure that GE interventions, approaches, principles, and identified GE risk mitigation strategies outlined in SEHAT’s GE Strategy, are integrated into every workplan and budget.
- Working closely with the GE Specialist (Jakarta), support the context-specific operationalization of the SEHAT GE Strategy by:
- Collaborating with PHO, DHO, and partner organizations to validate and/or identify and contextualize local gender priorities. This includes drawing on evidence-based practices and lessons learned from previous projects / programs to design and deliver tailored, gender-responsive interventions that reflect local realities, constraints, and opportunities;
- Assessing and strengthening the enabling environment for implementation, including identifying institutional capacity gaps, resource limitations, and potential risks to effective delivery.
- In close collaboration with the GE Specialist, facilitating targeted capacity-building for team and project stakeholders, and ensure the availability of appropriate tools, guidance, and technical support mechanisms to translate the GE Strategy into practical, sustainable action on the ground
Implementation Oversight
- Supervise the implementation of key activities including SRHR campaigns, capacity-building sessions, and community dialogues (across Outputs 1110–1223), ensuring active participation of women, men, adolescent girls and boys, and vulnerable groups; engagement of key reference group actors; and that activities are grounded in contextually relevant approaches to social and behaviour change.
- Ensure activities are delivered in accordance with approved strategies, timelines, and budgets, effectively reaching priority target groups, while upholding all safeguarding, safety, and security standards and protocols.
- Troubleshoot operational challenges and escalate issues to the Provincial Manager as needed.
- Monitor field implementation to ensure that service delivery, training, and community engagement are conducted to a high standard of quality, are inclusive, and adhere to safety and safeguarding protocols.
Documentation and Reporting
- Prepare monthly, quarterly, and annual progress reports summarizing achievements, challenges, and lessons learned, including in progress towards GE outcomes.
- Ensure data collection and analyze sex-, age-, and vulnerability-disaggregated data to track gender-related outcomes and trends.
- Contribute to the Provincial GE Action Tracker and coordinate with the MEL team and National GE Specialist for data consolidation.
- Maintain detailed documentation of meetings, workshops, and community events.
- Provide accurate and timely inputs for donor and internal reporting.
Stakeholder Engagement
- Liaise with government agencies, community leaders, and partner organizations to ensure strong coordination at provincial and district levels, including engaging with DP3A, women’s groups, youth groups and leaders, and other local gender champions to promote collaborative approaches on gender equality and SRHR.
- Support the organization of co-creation workshops, multi-stakeholder forums, and advocacy events.
- Facilitate communication between field teams, partners, and strategic counterparts.
- Encourage the active participation of men, male youth, and traditional leaders, and community influencers in dialogue and advocacy efforts that promote gender-equitable norms and social change.
Quality Assurance
- Monitor the quality of training materials, campaign content, and outreach activities and ensure all materials and communication products are gender-sensitive, inclusive, accessible to priority target groups, and aligned with the SEHAT GE Strategy principles for gender-responsive implementation.
- Ensure that principles of gender equality, inclusion, safety, and cultural sensitivity are applied in all activities.
- Work with MEL and technical teams to incorporate feedback and improve implementation.
- Support ongoing coaching for PHO, DHO, and partner staff in institutionalizing and sustaining gender-responsive and inclusive service delivery.
Administrative Support
- Coordinate logistics for field activities including travel, venue booking, and material distribution.
- Track deliverables and ensure timely submission of outputs from team members and partners.
- Support procurement and ensure compliance with financial and operational procedures.
- Apply gender-sensitive logistical practices, ensuring accessibility, safety, and appropriate scheduling for women participants and vulnerable groups.
Adaptive Management
- Use monitoring data and community feedback to recommend adjustments to activity plans and strategies, including the SEHAT GE Strategy.
- Participate in provincial and national reflection sessions to share learning and adaptive actions.
- Ensure adaptive management decisions are informed by gender analysis findings and feedback from community members, particularly women, girls and boys, persons with a disability, and other groups facing barriers to access.
Contribute gender perspectives and field-based evidence to quarterly review meetings and reports.
Qualifications and Experience
- Bachelor’s degree in public health, social sciences, gender studies, or a related field.
- Minimum of five years’ experience in program implementation, community development, and gender equality initiatives in Indonesia.
- Demonstrated experience working with provincial and district government institutions (PHO, DHO) and CSOs.
- Strong understanding of gender equality, SRHR, and social inclusion in health systems.
- Excellent skills in facilitation, training, and capacity building for project staff, community organizers, and local partners.
- Experience working in Papua is preferred.
TERMS OF REFERENCE – PROVINCIAL FINANCE OFFICER (PFO)
Location: Papua Provincial Office
Reporting to: SEHAT Provincial Finance Manager, Provincial Project & Gender Equality (GE) Officer, PKBI Chapter Papua.
Collaborating, and coordinating with: MEL, Community Organizer (CO) Coordinator, GE Specialist (Jakarta)

Summary of The Project

Key Responsibilities
- Develop and manage annual and quarterly budgets aligned with the Project Implementation Plan (PIP).
- Prepare activity-based budget breakdowns for trainings, campaigns, workshops, and community events.
- Forecast cash flow needs to ensure timely availability of funds for field operations.
- Track and report on actual vs. planned expenditures, including variance analysis.
- Prepare monthly, quarterly, and annual financial reports for internal use and donor compliance.
- Maintain expense reconciliation records, ensuring all transactions are supported by valid documentation.
- Responsible for executing tax-related functions, including the accurate calculation, timely payment, comprehensive reporting, and strict adherence to prevailing tax regulations.
- Ensure adherence to donor and organizational financial policies and procedures.
- Prepare documentation for internal and external audits, including vouchers, receipts, and procurement records.
- Monitor financial risks and recommend mitigation strategies (e.g., overspending, delays, fraud prevention).
- Manage disbursement schedules for payments to vendors, trainers, and community partners.
- Support procurement processes, including cost verification, vendor selection, and contract compliance.
- Track procurement and logistics expenses, especially for campaign materials and training supplies.
- Work closely with Project Officers, MEL Officers, and Community Organizers to align financial planning with programmatic needs.
- Provide financial guidance and training to field teams and local partners on budgeting and expense reporting.
- Support integration of project budgets with local government health promotion budgets where applicable.
- Maintain organized and up-to-date financial records and filing systems.
- Use PKBI financial software (SAKU) or spreadsheets to manage transactions, generate reports, and ensure transparency.
Qualifications and Experience
- Bachelor’s degree in accounting, Finance, Economics, or a related field.
Experience working in Papua or Eastern Indonesia is preferred.
Minimum of three years’ experience in financial management, budgeting, and reporting within NGOs, donor-funded projects, or development programs in Indonesia.
Demonstrated experience working with provincial and district government institutions (PHO, DHO) and civil society organizations (CSOs) in financial planning and compliance.
Strong understanding of financial regulations, tax compliance, donor requirements, and audit processes.
Excellent skills in financial analysis, variance reporting, and cash flow forecasting.
Proficiency in financial software and documentation systems.
Strong coordination, facilitation, and communication skills to support program teams and community partners.
TERMS OF REFERENCE – PROVINCIAL MEL OFFICER (PMO)

Summary of The Project
The Strengthening Equitable Healthcare Access in Target Regions (SEHAT) Project, funded by Global Affairs Canada, aims to improve health outcomes, particularly sexual and reproductive health and rights (SRHR) for marginalized and vulnerable women and girls in Central Sulawesi and Papua. The project focuses on strengthening health system capacity while promoting gender equality and community empowerment.
Key Responsibilities
- Develop and maintain the MEL framework, including indicators, data sources, and reporting timelines.
- Design data collection tools (e.g., surveys, FGDs, KIIs) tailored to SRHR, gender equality, and health promotion activities.
- Coordinate baseline, midline, and endline assessments to measure project impact.
- Oversee routine monitoring of project activities across intervention areas.
- Ensure data quality assurance through validation, cleaning, and verification processes.
- Manage data storage systems (digital or paper-based) to ensure confidentiality and accessibility.
- Conduct evaluations of campaigns, trainings, feedback mechanisms, and community forums.
- Analyze data to assess changes in knowledge, attitudes, and behaviors among target groups.
- Produce learning briefs, case studies, and success stories to inform adaptive management.
- Prepare monthly, quarterly, and annual MEL reports for internal use and donor submission.
- Visualize data through dashboards, charts, and summaries for decision-makers and stakeholders.
- Present MEL findings during review meetings, learning events, and stakeholder forums.
- Train project staff, community organizers, and local partners on MEL tools and practices.
- Support cadres and champions in community-led monitoring and advocacy using evidence.
- Build local capacity for data-driven decision-making and accountability.
- Use MEL findings to recommend adjustments to strategies, messages, and delivery methods.
- Collaborate with Project Officers and technical teams to integrate feedback into planning.
- Promote a culture of continuous learning and improvement within the project.
- Facilitate cross-learning exchanges at district, provincial, and national levels.
- Contribute MEL insights to policy dialogues and advocacy efforts.
- Ensure that community voices and evidence are reflected in decision-making processes.
Qualifications and Experience
- Bachelor’s degree in public health, Statistics, Social Sciences, Development Studies, or a related field.
- Minimum of three years’ experience in monitoring, evaluation, and learning for development projects, preferably in SRHR, gender equality, or health promotion programs in Indonesia.
- Demonstrated experience in designing MEL frameworks, indicators, and data collection tools (surveys, FGDs, KIIs).
- Strong background in data management and analysis, including data validation, cleaning, and visualization (dashboards, charts, summaries).
- Proven ability to conduct baseline, midline, and endline assessments and produce evaluation reports, case studies, and success stories.
- Familiarity with donor reporting requirements and experience preparing monthly, quarterly, and annual MEL reports.
- Excellent skills in facilitation, training, and capacity building for project staff, community organizers, and local partners.
- Experience collaborating with government institutions (PHO, DHO) and CSOs to integrate MEL findings into planning and policy dialogues.
- Strong understanding of gender equality, SRHR, and social inclusion in health systems and community development.
- Proficiency in statistical software or data analysis tools is an advantage.
- Excellent coordination, communication, and presentation skills to share evidence with stakeholders and promote adaptive management.
- Experience working in Papua or Eastern Indonesia is preferred.
